Procedures

  • 1. SUBMISSION

    Once you have received the final documentation, (Bill of Lading, Final Invoice, etc.): 
    1.1 Fill in the Final Documents Delivery Advice Form (AD) AD-ICON
    1.2 Bring the completed AD and the following documents to Webb Fontaine (CI) Ruling Center:

    - Two copies of the IDF (one will be stamped and returned to you)
    - One copy of each of the following documents:

    • Final Invoice   
    • Bill of Lading
    • Packing list
    • Freight receipt or freight invoice
    • Any other certificates when available. e.g. Certificate of Origin, Certificate of Analysis for chemical & food products, Mill certificate for steel products etc.

    2. FINAL CLASSIFICATION AND VALUATION REPORT (FCVR)

    Within 5 working days after the submission of the above documents, Webb Fontaine will send you the Final Classification and Valuation Report by e-mail. The FCVR will display the Webb Fontaine assessment for value and HS code.

    3. QUERY FORM (QF)

    If discrepancies are detected with your submitted documents, Webb Fontaine will present you with a QF with all the necessary information to add. Please complete the QF with accurate details and return the document to the Ruling Center Customer Service Manager.

    4. AMENDMENT REQUEST FORM (DM) DM-ICON

    Amendment requests are processed when there is a data discrepancy noted in your FCVR. This could be due to an incorrectly input data fields etc. If you request an amendment to the FCVR you have been issued you need to complete the attached Amendment Request Form and clearly detail the reasons for your requested changes. 

    5. PETITION REQUEST FORM (FL) FL-ICON

    The Petition Request Form is to be utilised when you wish to revise either a classification or valuation opinion that has been provided with the FCVR. To justify a petition you must introduce new documentation that further supports your case otherwise your petition will be rejected without further analysis. Please note that if you decide to lodge the SAD prior to or during the petition process it will no longer be processed and you will need to use the OC3 process that is available with the lodgement of the SAD.

    1.1 Fill in the Final Documents Delivery Advice Form - Air Express (AD Express) AD-ICON 
    1.2 Send the AD Express by email to: airexpress@webbfontaine.ci with the following scanned documents:

    • Final Invoice   
    • Airway Bill
    • Packing list
    • Freight receipt or freight invoice
    • Any other certificates when available. e.g. Certificate of Origin, Certificate of Analysis for chemical & food products, Mill certificate for steel products etc.
    Caution: The documents should be scanned at a resolution not exceeding 150 dots per inch.

    Note: Alternatively to the above detailed procedure, the submission may take place at the Ruling Centre, following the specific air cargo procedure. In order to process priority importations, please refer to Customer Service in charge of Air Express Cargo.

    After the arrival of the goods

    2.1 you have received the Customs Inspection Report, send an email to: airexpress@webbfontaine.ci attaching a scanned copy of the Inspection Report.

    Caution: The documents should be scanned at a resolution not exceeding 150 dots per inch.

    In your email. Please make reference to:

    • Airway Bill number
    • Importer Code
    • Exporter Name

    Note: If you cannot proceed with the email procedure, the submission may take place at the Ruling Center, following the Air Cargo procedure. In order to process priority importations, please refer to the Customer Service in charge of Air Cargo.
